Mumbai developer held for duping buyers of Rs 5.5 crore

NAVI MUMBAI: Vashi Police arrested a builder, Shirish Kumar Chavhan and his two business partners, on the run for a month. The Bombay High Court rejected their anticipatory bail pleas in a cheating case registered against them for duping 133 home buyers of Rs 5.50 crore.

According to Vashi police, Chavhan and his two aides allegedly accepted booking amounts from 133 home buyers for his proposed residential projects in Panvel and Kalamboli. He allegedly accepted the amounts from 2012 till 2016 but never started construction. The accused even sold the same flat to two-three people, investing the money elsewhere.

In 2012, a complaint was lodged against the three builders by Byculla resident Ramchandra Jagdale (53). Vashi police registered an FIR under sections 420, 406, 465, 467, 471 and 34 of the IPC along with Maharashtra Ownership Flat (Regulation and Promotion of Construction, Sale, Management and Transfer) Act, 1963 under sections 3, 6, 8 and 13. Chavhan, in anticipatory bail applications in the Thane sessions court and later in the HC, sought some time to repay buyers and investors in his projects. But he neither refunded their money nor did he give possession of the flats. Hence, the HC rejected his anticipatory bail submitted on November 28. Since then Chavhan kept changing his locations to evade arrest.

After a month-long manhunt, cops received a tip off on December 14, that Chavhan will visit Kharghar, and nabbed him. Chavhan revealed the names and hideouts of his two partners, who were arrested from Kolhapur. They have been identified as Santosh Tambe and Deepak Tambe.

Senior inspector Ajay Kumar Landge said, “The Thane Consumer Grievances Redressal Forum issued eight non-bailable warrants against the key accused, Shirish Kumar Chavhan. In one case, the Consumer Disputes Redressal Forum convicted him and levied a penalty of Rs 10,000 and three years’ imprisonment. Similar offences are registered against Chavhan at Kalamboli and Panvel police stations.”
